spring-boot-starter-verification-api：ApiVtAssetCertService、ApiVtAssetCertMgtService等；消息契約PhoneTwoFactorVerifiedConsumer。spring-boot-starter-verification-biz：業務實現、管理端/客户端控制器、MQ 發佈（PhoneTwoFactorVerifiedPublisher）。
